ATRA is the successor organization to the Telecom Regulatory Board (TRB)
which was set up within the Ministry of Communications as the
interim regulator on 15 May 2003.
Pursuant to the telecom law (OG 878), HE President Karzai appointed
the five-member Board on 6 June 2006 and HE Minister of
Communications Sangin appointed the General Secretary shortly
thereafter.
The Board drafted a new organizational structure, job descriptions
and salary table, which were all approved by the Civil Service
Commission in December 2006.
ATRA has a staff of 70 people, of which approximately half are
women. While every effort was made to migrate the existing Ministry
of Communications employees (under TRB) to the new ATRA, all jobs
were publicly announced and competitively selected.
ATRA consists of these departments:
• Licensing, monitoring and compliance
• Spectrum management and frequency assignment
• Administration
• Telecom Development Fund (TDF)
