A political decision was made by the
cabinet to continue the historical approach of sector
responsibilities, in which the Ministry of Communications (and ATRA)
is responsible for telecom services (the conduit) and the Ministry
of Culture & Information is responsible for broadcasting (the
content).
Consequently, despite the emergence of new technologies and the
convergence of services – notably the internet and multimedia
applications via mobile phone – ATRA is not responsible for the
regulation of the broadcast sector or for content.
